Frequently Asked Questions

How often do I need a vehicle inspection?+
Both Virginia and New York require annual vehicle inspections. Your vehicle must pass inspection every 12 months. In Virginia, the sticker expires on the last day of the month it was issued. In New York, the sticker typically expires on the last day of your birth month.
What does a state vehicle inspection check?+
State safety inspections generally check brakes, tires, lights, steering, suspension, mirrors, windshield, wipers, horn, exhaust system, and seat belts. New York also includes a mandatory OBD-II emissions scan for vehicles 1996 and newer as part of the standard inspection.
How much does a state inspection cost?+
In Virginia, the maximum safety inspection fee is $20, set by the state. In New York, there is no state-set maximum for the safety portion — the emissions test fee is set by the station and typically ranges from $21 to $37. Call your local station for exact pricing.
What happens if my vehicle fails inspection?+
In Virginia, a rejection sticker is issued and you have 15 days to repair and return to the same station for a free re-inspection. In New York, you receive a 10-day extension for repairs — re-inspection at the same station within 10 days is typically free, or you can go to a different station.
Are new vehicles exempt from inspection?+
Yes, in both states. Virginia exempts new vehicles for the first 2 years (24 months) from the title date. New York exempts new vehicles for the first 2 years from the original registration date.
Does my state require an emissions test?+
It depends on your location. In Virginia, emissions testing is only required in Northern Virginia localities — Arlington, Fairfax, Loudoun, Prince William, and Stafford counties, plus cities within those counties. In New York, emissions testing (OBD-II scan) is part of every standard inspection for vehicles 1996 and newer. Vehicles 1995 and older, diesel vehicles over 8,500 lbs GVWR, and electric vehicles are exempt from the emissions portion.

Understanding State Vehicle Inspection Requirements

Vehicle inspection requirements vary by state, and staying compliant is critical for both road safety and avoiding penalties. Virginia and New York each have mandatory annual inspection programs, but the specifics — what's checked, what it costs, and how emissions testing works — differ significantly between the two states.

In Virginia, the program is primarily safety-focused, with emissions testing required only in Northern Virginia counties. The state sets a maximum $20 fee for safety inspections and gives vehicle owners 15 days to address any failures. New York takes a combined approach, bundling safety and OBD-II emissions testing into a single inspection for most vehicles, with station-set pricing.

What inspectors look for

  • Brake system operation and pad/rotor condition
  • All exterior and interior lights functioning properly
  • Tire tread depth and sidewall condition
  • Steering and suspension components
  • Windshield integrity, wipers, and washer fluid
  • Exhaust system for leaks and emissions compliance
  • Horn, mirrors, seat belts, and other safety equipment
  • OBD-II diagnostic scan for check engine codes (emissions states)
